世界の指導者たちは、２００５年９月のワールド・サミットで人権理事会を設置することを表明した。私たちは、すべての国連加盟国に対し、世界のすべての地域の国々から出されている大多数の意見に加わり、決議案を採択するよう呼びかける。
提案されている人権理事会は、既存の人権委員会と比較して、あらゆる地域で起こる緊急かつ深刻で長期にわたる人権状況に対応するために、より整備されたものになるだろう。理事会は、これまでの年に１回の会合から年間を通してより頻繁に会合を持つことになる。より競争率の高い選挙は、加盟国がより人権の保護に寄与することを促すだろう。候補国名リストを拍手で承認する手続きにかわり、理事国は個別に投票によって選ばれ、191カ国の票のうち少なくとも96票が必要とされる、投票に関するより高い基準が適用されることになる。投票に際し、立候補する国の人権状況が考慮され、重大な人権侵害を犯している国は、理事会から除外される。すべての加盟国は人権理事会に十分協力しなくてはならず、各国の人権状況は、すべての国に適用される新たな普遍的な評価システムによって審査される。
決議案は、国連内部においてよりよい人権保護体制を創設するための歴史的な機会である。
私たちは、すべての国連加盟国に対し、総会において満場一致で採択されることを保証するよう呼びかける。
いかなる国も、修正の投票あるいは提案をすべきではない。そうすることによって適切かつ注意深くバランスを保っている合意が台無しになってしまうだろう。
今こそ、改革の精神に基づいて新しい人権理事会が実行されることを保証するために、ともに前進するときである。理事会をさらに強固かつ効果的にするために、人権問題に真摯に取り組む政府が理事国に選ばれるべきである。
