1月24日、人権派弁護士のイマーン・マザリさんとハディ・アリ・チャッタさんは、ソーシャルメディア「X」への投稿により「サイバーテロリズム」「虚偽情報」などの罪で10年の懲役刑を宣告された。彼らはバローチ人やパシュトゥーン人の権利のために活動する人たちへの連帯を表明し、パキスタン軍を批判していた。両名は1月23日に逮捕され、現在も刑務所に収監されている。2人とも著名な弁護士であり、数えきれない人びとの権利を擁護してきた。2人は、弁護活動と人権活動のみを理由に、標的にされている。
著名な人権派弁護士であるイマーン・マザリさんとハディ・アリ・チャッタさんは国家による弾圧の被害者を弁護してきた。特にパキスタンの反テロ法やサイバー犯罪法の標的とされたジャーナリスト、預言者ムハンマドやコーランに対する侮辱行為に厳罰を科す冒涜法違反に問われた人びと、強制失踪の被害者を弁護している。こうした活動のために、これまでも恣意的に拘禁されたり訴追されてきた。
1月23日、両弁護士は、自身らに対する訴訟で出廷予定であった裁判所へ向かう途中、逮捕前保釈（逮捕される前に保釈が認められる手続き）を得ていたにもかかわらず、逮捕された。目撃者によれば、逮捕時には法執行機関による不必要な武力行使があったという。2人はパキスタンの首都イスラマバード近郊、ラワルピンディーにあるアディアラ刑務所に拘禁された。
翌1月24日、イスラマバード地方裁判所は、X（旧ツイッター）の投稿で、バローチ活動家、パシュトゥーン活動家への連帯を表明しパキスタン軍の方針を批判したとして、2人に対し、電子犯罪防止法の「犯罪の美化」「サイバーテロリズム」「虚偽または偽造情報」の罪で、それぞれ懲役10年の判決を下した。チャッタさんは、マザリさんの投稿を再投稿したことで罪に問われた。
パキスタン当局は表現の自由に対する弾圧を強化している。2016年に「電子犯罪防止法」が成立して以来、多数のジャーナリスト、人権活動家、野党関係者らが同法に基づき拘束されたり嫌がらせを受けたりしてきた。同法は2025年1月に改正され、オンライン上の言論がさらに制限されることになった。また、大規模なデジタル監視や検閲も行われ、ジャーナリストや人権派弁護士が標的にされている。さらに、抗議活動や情報の流れを抑制するため、インターネット遮断や通信速度の低下措置が頻発。活動家、特にバローチ人の活動家やパシュトゥーン人の活動家は、反テロ法の標的にされ、強制失踪にも遭っている。
こうした法律を利用して平和的な異論を抑え込み犯罪扱いすることは、明白な国際人権法違反である。

I am writing to express my concern regarding the unjust sentencing and conviction of human rights lawyers Imaan Mazari and Hadi Ali Chattha.
On 23 January, the two lawyers were arrested whilst travelling to court where they were due to appear in relation to a case filed against them. They were arrested despite being granted pre-arrest bail on 21 January. Eyewitnesses reported use of unnecessary force by law enforcement during their arrest. They were detained in Adiala Jail, Rawalpindi near Islamabad, the capital of Pakistan, and remain imprisoned there.
On 24 January, an Islamabad district and sessions court sentenced Imaan Mazari and Hadi Ali Chattha to ten years each in prison under the Prevention of Electronic Crimes Act (PECA), sections 9 (glorification of an offence), 10 (cyber terrorism), and 26‑A (false or fake information), based on their posts on X primarily expressing solidarity with Baloch and Pashtun activists and criticizing the Pakistan military’s policies. Hadi Ali Chattha was charged with resharing Imaan Mazari’s posts. Imaan Mazari and Hadi Ali Chattha are being targeted solely for their advocacy and work defending human rights in the country.
The trial of the two lawyers was conducted with unusual haste, and they were consistently denied the right to cross-examine witnesses and bring evidence against them. Furthermore, their conviction was announced while a transfer application was still pending against the presiding judge, who Imaan Mazari and Hadi Ali Chattha had accused of bias.
Imaan Mazari and Hadi Ali Chattha are lawyers who have defended the rights of countless people and are currently representing journalists, activists and victims of enforced disappearances and blasphemy allegations. Their imprisonment impacts many of these people who deserve the right be represented by their lawyers. The use of laws such as PECA to silence and criminalize peaceful dissent is a matter of grave concern and a clear violation of Pakistan’s obligations under international human rights law.
I urge your government to immediately and unconditionally release Imaan Mazari and Hadi Ali Chattha and quash their convictions. I also call on you to end the misuse of the criminal justice system, including cybercrime laws, to target human rights defenders.
