チベットの宗教・教育指導者であるチョクトゥル・ドルジェ・テン・リンポチェさんの行方が、中国青海省で当局に拘束されたと伝えられた2025年12月以降、分からなくなっている。当局は、彼の所在を早急に明らかにし、その権利が保障されるよう徹底するとともに、彼が国際的に認められた犯罪にあたる行為を行ったことを示す信頼に足る十分な証拠がない限り、釈放すべきである。
チョクトゥル・ドルジェ・テン・リンポチェさんは、青海省ゴロク（果洛）チベット自治州チクティル（久治）県における、チベット人の宗教、教育の指導者だ。1967年に生まれ、転生ラマ（リンポチェ）として認定され、寺院の建立や職業訓練学校の創立など、長年にわたり同地での宗教や地域の活動において重要な役割を果たしてきた。地域の公職も務め、事業を通じて地域の生計を支え、困窮する家庭に経済的・社会的支援も行うなど、名実ともに地域社会のリーダーだった。
彼が立ち上げた学校では、職業訓練だけでなく、一般教科やチベットの言語、文化、伝統芸術なども学ぶことができ、大勢の卒業生が進学している。しかし、彼が拘束されてから閉鎖されてしまった。
2025年12月に当局に拘束されてから、彼の所在や安否に関する情報はほとんどない。口伝えの情報によれば、「捜査中」とのことだが、その法的根拠も弁護の権利が与えられているのかも、不明だ。中国では「捜査中」という表現は、検察による刑事勾留の承認や起訴手続き前の、刑事捜査段階における拘束を指すときによく使われる。
チベット人居住地域で情報を収集することは厳しく制限されており、記者や人権団体が、失踪や不当な拘束を独自に確認することは極めて難しいが、アムネスティが把握している数十件の事例によれば、人権擁護活動家らが「捜査中」という名目で、正式な起訴もなく弁護士との接見も認められないまま、長期にわたり外部との連絡を絶たれた状態で拘禁されていた。
こうした状態での拘禁は、外部の目が届かないことで拷問や虐待を受ける危険性が高く、中国が遵守すべき国際人権法の義務に反している。
また、事件のことを知る人びとは、情報を漏らさないよう、当局から直接、警告を受けたそうだ。中国でこれまでにも見られてきたように、脅しにより情報統制を図ろうとしていると考えられる。

I am writing to express my grave concern about the fate and whereabouts of Choktrul Dorje Ten Rinpoche (rendered in Mandarin by the authorities as多杰旦仁波切), a Tibetan religious leader and founder of a monastery and a vocational school in Chikdril (Jiuzhi 久治) County in Golog (Guoluo 果洛) Tibetan Autonomous Prefecture, Qinghai province.
According to secondhand reports, Choktrul Dorje Ten Rinpoche was taken into custody by authorities on or around 4 December 2025. Since then, there has been almost no information made available about where he is being held or on what legal basis. In January 2026, individuals following the case reportedly received indications that he was “under investigation”. It is not clear whether he has had access to a lawyer of his choosing.
It is deeply distressing that, months after the first reports that Choktrul Dorje Ten Rinpoche had been detained, his whereabouts and legal status remain unknown. Incommunicado detention places individuals at heightened risk of torture and other ill-treatment and is inconsistent with China’s obligations under international human rights law.
It is alarming to learn that individuals with knowledge of the case have reportedly been warned, through direct instructions from local authorities, not to share information about the case. This suggests officially backed efforts to control information and discourage external reporting through intimidation and other tactics, a trend Amnesty International has regrettably documented across China.
I therefore urge you to promptly:
- Provide legal proof of his whereabouts, and release him immediately from detention unless there is sufficient credible evidence that he has committed an internationally recognizable offence;
- Pending his release, ensure that he is protected from torture and other ill-treatment and is granted prompt and regular access to a lawyer of his choice and to his family;
- End intimidation and restrictions against his family, relatives and others seeking information about his case.
