人権活動家の尹旭安さんの行方が、2025年8月からわからなくなっている。尹さんは、緊急を要する治療を受けるため北京を訪れた後に当局によって連行されたとされるが、それ以来、安否や所在が不明のままだ。彼の健康状態や、当局が過去に彼が医療を受けられないようにした前例を考えると、その安否が深く懸念される。アムネスティは当局に対し、彼の所在を直ちに明らかにし、家族や本人が選んだ弁護士と面会できること、適切な医療が受けられること、そしてもし彼が人権を平和的に行使したことが理由で拘束されているのであれば、直ちに釈放することを求めている。
尹旭安さんは、重度の高血圧、冠動脈疾患、腎動脈狭窄症などの深刻な病気を患っており、緊急に必要な治療を受けるため北京へ赴いたが、2025年8月11日に当局によって拘束されたとされる。それ以来、家族や支援者たちは、彼の所在、法的な状況、あるいは健康状態に関する情報を得られていない。
湖北省大冶市出身の尹旭安さんは、長く人権擁護活動や陳情活動に携わってきた。20年近くにわたり、不当な有罪判決や恣意的な拘禁、強制立ち退き、土地収用など、人権侵害が疑われる事案について責任を追及してきた。また、法制度の改革や、市民的及び政治的権利に関する国際規約（自由権規約）をはじめとする国際人権条約を中国が批准し実践することを提唱してきた。
こうした活動の結果、当局による嫌がらせや報復にさらされ、収監されたことも何度もある。2017年には、「喧嘩を売り騒動を引き起こした」（寻衅滋事）として、懲役3年半を言い渡された。2021年には、同じ罪で再び懲役4年半の判決を受けた。「喧嘩を売り騒動を引き起こした」は定義があいまいな罪で、中国当局は表現の自由など人権の平和的な行使を犯罪扱いするために頻繁にこの罪名を利用している。
長年にわたる嫌がらせや拘束、収監で健康を蝕まれ、深刻な病気をいくつも抱える尹旭安さんは、湖北省内の地元の病院では必要な専門的な治療が受けられないため、北京の病院を紹介された。2025年7月28日、湖北省内の病院が発行した紹介状を手に北京へ向かったが、北京西駅で当局者に阻止され、大冶市公安局の職員によって大冶市保安鎮の自宅へ強制的に連れ戻されたとされる。
容態が悪化し続けたため、2025年8月10日に再び北京へ向かったが、翌11日、大安市保安鎮の政治法務委員会書記が率いる当局者らに拘束されたとされる。彼は専門的な治療が必要な状況にあり、過去にも当局が治療を妨害した前例を考えると、その健康状態が非常に懸念される。

Dear Secretary Li,
I am writing to express my grave concern about the enforced disappearance of Yin Xu’an, a human rights defender from Daye City, Hubei Province, whose fate and whereabouts have remained unknown since August 2025.
According to available information, Yin Xu’an was taken into custody by the authorities on 11 August 2025 after travelling to Beijing to seek urgently needed medical treatment for serious health conditions, including severe hypertension, coronary heart disease and renal artery stenosis. Since then, his family and supporters have been unable to obtain any information regarding his whereabouts, legal status or physical condition.
The urgency of the case stems not only from the disappearance itself, but also from the continuing and ongoing nature of the apparent violation and the serious concerns for Yin Xu’an’s health.. As you will be aware, enforced disappearance is considered a continuing human rights violation until the person's fate and whereabouts are clarified. As long as the authorities fail to disclose where Yin Xu’an is being held and deny him contact with family, lawyers, and adequate medical care, the risks to his life, health, dignity and liberty and security remain acute.
Given his documented need for specialist medical treatment, every additional day without access to independent contact and medical care may place him at greater risk of lasting harm.
I therefore call on you to:
- Immediately disclose Yin Xu’an’s whereabouts and legal status, and ensure that he is protected from torture and other ill-treatment;
- Ensure that Yin Xu’an has prompt and regular access to his family, lawyers of his choice and any medical treatment he requires, including specialist care where medically necessary;
- Release him immediately and unconditionally if he is being detained solely for the peaceful exercise of his human rights.
