ミャンマーでは、2021年2月に軍事クーデターが発生して以来、市民への暴虐的な弾圧が続いています。抗議する市民やリーダーの拘束、違法な空爆や超法規的処刑、大規模な家屋の焼き討ちなど、深刻な人権侵害が続いています。昨年、マグニチュード7.7の地震が発生した際にもミャンマー軍はその被災地において容赦ない空爆を続行しました。
日本に逃れて生活している人も増加していることや、日本政府や企業との関わりもあることから、日本に住む私たちにも大いに関係のある問題です。
違法な空爆を続けるのに必要なものの一つが、航空燃料です。アムネスティはクーデター以来、ミャンマーでの人権侵害に関する調査を実施しながら、航空燃料のサプライチェーン（供給網）についても調査と報告をしてきました。調査の結果、複数の関係企業が特定され、そのうち軍との関係を断ち切ったものもありました。多くの団体や市民がキャンペーンを展開し、航空燃料の供給を断つよう国際社会に求め続けています。
しかし、軍が権力を掌握してから5年が経過し、ミャンマーの犯罪に関与する企業や個人には制裁措置が科されている今もなお、航空燃料は不透明なサプライチェーンを通じて国内に流入し続けています。アムネスティの最新の調査ではミャンマー軍が制裁を回避し、自国民への空爆に使用するジェット燃料を、位置情報を隠した「幽霊船」などを使い輸入する新たな方法を編み出し続けていることが明らかになりました。
このオンラインセミナーでは、アムネスティの調査員が4年間の調査を振り返り、最新の調査について報告します。また、関連企業の特定と企業への働きかけを続ける中で生じる課題について語ります。
グローバル社会に生きる私たちにとって、企業に人権尊重を働きかけることは最も効果的な人権運動のひとつです。企業にとっても、事業においての人権尊重がかつてないほど重要になっています。「ビジネスと人権」に広く通じる課題も、ぜひ一緒に考えましょう。

The supply chain behind the Myanmar military’s abuses
Since the military coup in February 2021, the Myanmar military junta has been committing widespread repression and abuse in every facet of life in the country. Serious human rights violations, including the detention of protesters and leaders, illegal airstrikes, extrajudicial executions, and the burning of large numbers of homes, have continued. Last year, when a magnitude 7.7 earthquake struck, the junta continued its relentless airstrikes in disaster affected areas.
This issue is of great concern to us living in Japan, as an increasing number of people have fled to Japan and the attacks have ties to the Japanese government and companies.
Aviation fuel is essential to the continued illegal airstrikes across Myanmar targeting civilians. Since the coup, Amnesty International has been investigating human rights violations in Myanmar, while also investigating and reporting on the junta's aviation fuel supply chain. Investigations have identified several companies involved, some of which have since severed ties with the military. Organizations and citizens across the globe have launched campaigns and continue to call on the international community to cut off aviation fuel supplies.
Yet, five years after the coup and while sanctions have been imposed on companies and individuals implicated in the junta's crimes, aviation fuel continues to enter the country through opaque supply chains. Amnesty International's latest research reveals that the Myanmar military continues to circumvent sanctions and develop new ways to import jet fuel for use in airstrikes against its own people, including by using hidden-location "ghost ships."
In this online seminar, Amnesty International researcher Montse Ferrer will review the four-year investigation into the junta supply chain and report on latest findings. Montse will also discuss the challenges of identifying and engaging with corporations. In our global society, encouraging companies to respect human rights is one of the most effective and important human rights campaigning strategies. Meanwhile for companies, respecting human rights in business operations has never been more important. Join us to consider strategies, facts and challenges when thinking about "business and human rights."
