Drop the charges against those who support ‘Palestine Action’
Dear Directors of Public Prosecutions for England and Wales, Northern Ireland and Lord Advocate,
Between 18 and 29 November, over 600 protesters were arrested for peacefully opposing the ban on the ‘Palestine Action’ group at a series of peaceful protests organized by grassroots campaigning group ‘Defend Our Juries’ (DOJ) across the UK.
Since the ban against ‘Palestine Action’ came into effect on 5 July, over 2700 arrests of peaceful protesters have taken place across the country, simply for their engagement in acts of peaceful protest opposing the proscription. The majority of these arrests have followed protests organised by Defend Our Juries.
As of 4 December, approximately 254 individuals across the UK have been formally charged with terror- related offences, under either section 12 or section 13 of the UK’s 2000 Terrorism Act, with trials due to take place in 2026, and more charges are threatened against the arrested protesters.
Amnesty International sent observers to DOJ protests in several locations between August and November 2025. At each of these protests Amnesty International observed protesters holding ‘I oppose Genocide, I support Palestine Action’ signs to be entirely peaceful.
Under international human rights law, to which the UK is bound, any restriction on the rights to freedom of expression and peaceful assembly must be lawful, necessary and proportionate to achieving a legitimate aim. Criminalising speech in this context is only permitted when it incites violence, hatred or discrimination. Expressing support for Palestine Action does not in itself meet this threshold.
I urge you to uphold UK’s human rights commitments and drop the charges and not pursue prosecutions against all those who participated in peaceful protests in support of ‘Palestine Action’.

11月18日から29日にかけて、草の根運動団体「Defend Our Juries（DOJ）」が英国各地で組織した一連の平和的抗議活動において、「パレスチナ・アクション」団体への禁止令に平和的に反対した600人以上の抗議者が逮捕されました。
「パレスチナ・アクション」が7月5日に禁止されて以来、これに反対する平和的抗議活動に参加しただけで、全国で2,700人以上の平和的抗議者が逮捕されています。これらの逮捕の大半は、DOJが組織した抗議活動の後に起きています。
12月4日現在、英国全土で約254人が2000年テロリズム法第12条または第13条に基づくテロ関連罪で正式起訴され、裁判は2026年に予定されています。逮捕された抗議者に対する起訴がさらに増えるおそれがあります。
アムネスティ・インターナショナルは2025年8月から11月にかけ、複数地域で行われたDOJ抗議活動に監視員を派遣しました。各抗議現場において、アムネスティは「ジェノサイドに反対、パレスチナ・アクションを支持」と記したプラカードを掲げる抗議者たちが完全に平和的であることを確認しています。
英国が拘束される国際人権法の下では、表現の自由及び平和的集会の権利に対するいかなる制限も、合法的であり、正当な目的を達成するために必要かつ相応のものでなければなりません。今回の状況で言論が犯罪となるのは、暴力・憎悪・差別を扇動する場合だけです。パレスチナ・アクションへの支持表明自体が、この基準を満たすものではありません。
英国が人権に関する国際的義務を遵守し、起訴を取り下げ、「パレスチナ・アクション」支持の平和的抗議に参加したすべての人に対する訴追を断念するよう強く要請します。

I am writing to request the immediate release of Leqaa Kordia, a 32-year-old Palestinian Muslim woman being held in detention in Texas and facing deportation by the Trump administration due to its crackdown on peaceful protesters for Palestinian rights.
Leqaa has been detained by U.S. immigration authorities since March 13, 2025. Since 2023, she has actively participated in several protests in New Jersey and nearby areas, advocating against Israel’s genocide in Gaza, where she has lost approximately 175 family members.
Ms. Kordia’s arrest and ongoing arbitrary detention are a part of the continued attacks on human rights by the Trump administration. Targeting peaceful protesters and threatening their immigration status for the content of their protest, such as advocating for the human rights of Palestinians, is a violation of the rights to freedom of expression and assembly. This targeting sends a chilling message to people across the country that anyone exercising their human rights will be subject to repression, detention, and possible deportation.
Leqaa’s rights to freedom of expression, association, and assembly have been violated, and while in detention, she has suffered violations of her rights to practice her religion. She should be released immediately to her family.

レカさんは、表現の自由、結社の自由、集会の自由だけでなく、その拘束中、宗教を実践する権利も侵害されています。レカさんは直ちに家族のもとへ釈放されるべきです。
