チェチェン共和国のラムザン・カディロフ首長は4 月13日、ノーヴァヤ・ガゼータ紙の記者、エレナ・ミラシナさんの殺害を挑発する動画をインスタグラムに投稿した。現在、ミラシナさんは、極めて危険な状況にあり、当局は早急に彼女の安全を確保しなくてはならない。
ミラシナさんは、4月12日付紙面で「ウイルスで死ぬのはまだまし」との見出しで、「チェチェンでは、感染者はテロリスト扱いされるため、病気を隠し、自宅で亡くなる人が出始めた」などと、新型コロナウィ ルスをめぐる批判的な記事を書いた。
この記事に対してカディロフ首長は動画の中で、同紙の記者達を「西洋の操り人形だ」と激しく非難し、ロシア大統領府と連邦保安庁(FSB)にこう訴えた。「市民を挑発するこの人でなし達の行為を止めてくれ。我われに犯罪を犯せというなら、そう言ってくれ。だれかがやって刑務所に行けばいいだけで、いずれは釈放される」。
さらに懸念されるのは、大統領報道官が、首長のこの問題発言について「日常茶飯事で」単なる「感情的な反応」などとして、「新型コロナウィルスのパンデミック状況では、許容範囲だ」と片付けたことだ。一方で、検察当局は、ミラシナさんの記事を同紙のウェブサイトから削除するよう命じている。
ロシアでは、当局が人権擁護活動家やジャーナリストに対する脅迫や襲撃を摘発せず、放置し容認していることは、これまでもあった。 当局のこの対応は、人権擁護活動家やジャーナリストを守り、表現の自由を促進するというロシアの国際人権義務への違反であり、このままでは、今後も同様の犯罪が罪に問われず、うやむやのままに終わる事態が続くことになる。

Dear President Putin,
I am writing to express my grave concern regarding the death threat posted on Instagram by the Head of Chechnya Ramzan Kadyrov on 13 April. The threat is aimed at Novaya Gazeta journalist Elena Milashina and came as a reaction to her article, published in Novaya Gazeta on 12 April, regarding the authorities’ response to the COVID-19 pandemic in Chechnya. Ramzan Kadyrov accused Novaya Gazeta and its journalists of being “puppets of the West” and directly appealed to the Presidential administration and the Federal Security Service (FSB) “to stop those non-humans who are writing and provoking our people.” He further alluded that unless they do it, someone in Chechnya would have to commit a crime to silence the journalist.
We are further concerned that the Presidential Press Secretary dismissed those very real and serious threats as “nothing out of the ordinary” and a mere “emotional” reaction “which is understandable in such a (COVID-19 pandemic) situation.” Moreover, the Prosecutor General’s office ordered that Elena Milashina’s article must be removed from the Novaya Gazeta website.
This is not the first time that threats and attacks against human rights defenders and journalists in Russia are being neglected and even condoned by the authorities. This is a violation of Russia’s international human rights obligations to protect human rights defenders and journalists and to promote freedom of expression which leads to further impunity for these crimes.
I am calling on you as the Head of the State:
- To publicly condemn the threats against Elena Milashina, take steps to ensure that this does not happen again;
- To uphold the right of journalists to investigate and report on the COVID-19 pandemic and the authorities’ response.
