7月19日、ヨルダン川西岸地区ラマッラー市であった抗議行動の際、反汚職活動家19人がパレスチナ西岸地区の治安部隊に逮捕された。3人は釈放されたが、残る16人は起訴され、そのうち10人は勾留が続いている。10人は、勾留に抗議してハンスト中だという。当局は、活動家への起訴を直ちに取り下げ、釈放しなければならない。次回の審理は8月5日に予定されている。
16人は、「非合法な集会」と「非常事態宣言」の違反で起訴された。名前がわかっているのは、ファエズ・スワイティさん、ジハード・アブドゥさん、アリ・アブ・ディアブさん、ムサ・アル=カシヤさん、アメール・ハムダンさん、ウサマ・ハリルさん、モハマド・アッザムさん、フィラス・ブルイシュさん、ジャミル・アブ・クバシュさんの9人。
7月22日、ラマッラー治安裁判所は、10人の勾留の15日間の延長を認めた。弁護人によると、ハンスト中の10人のうち、ジハード・アブドゥさんとジャミル・アブ・クバシュさんは、体調悪化のため医療施設に移送された。

背景情報
この数カ月間、ラマッラーのパレスチナ当局は、高官の親族を政権幹部に任命するなどの多数の腐敗行為で批判を受けてきた。活動家数人が、「大衆運動のための調整委員会」を組織した。この団体は、被占領西岸地区の多数の都市で活動する草の根の運動体だ。団体の目標は、透明性の拡大、政府内での権力の分離、当局内の縁故主義への抗議、公共機関、民間を問わず、腐敗と権力乱用の暴露などだ。
6月初旬、パレスチナ・テレコミュニケーション社に対する名誉毀損の容疑で、団体内の反汚職活動家4人が訴追された。ジャッセル・ジャセルさん、ジハード・アブドゥさん、イズ・アル=ディン・ザルールさん、ムサ・アル=カシヤさんの4人だ。弁護団「正義のための弁護士たち」によると、「公平なパレスチナのテレコミュニケーション部門のための連合」のメンバーの4人は、その後保釈された。
7月7日、パレスチナの治安部隊は「大衆運動のための調整委員会」のリーダーの一人、ファエズ・スワイティさんを逮捕した。パレスチナ人向けの財政支援金の不公平な分配についてソーシャル・メディアに投稿した直後のことだった。ヘブロン近郊のドゥラ町にある自宅を急襲して逮捕したという。スワイティさんは、7月13日に保釈された。
7月15日、「大衆運動のための調整委員会」は西岸地区のラマッラー市で7月19日に予定されているデモへの参加を呼びかけた。活動家数人は、当局ではびこる汚職に反対するキャンペーンの一つとして、「もうたくさんだ」と記したバナーの下で集会を開いた。抗議行動の直前、午後5時半頃、部隊が、ラマッラー中心部のアル=マナラ広場に派兵された。抗議行動が始まるやいなや、部隊は、活動家たちのうちの19人を逮捕した。

On 19 July, 19 anti-corruption activists, were arrested by Palestinian forces for holding a peaceful protest in the West Bank city of Ramallah. Sixteen of these activists are charged with “illegal gathering” and “violating the emergency rules,” 10 of which remain in detention, including, Fayez Swaity, Jihad Abdou, Ali Abu Diab, Musa al-Qasiya, Amer Hamdan, Usama Khalil, Mohammad Azzam, Firas Brewish, and Jamil Abu Kbash. On 22 July, the Ramallah Magistrate Court extended their detention for further 15 days. Amnesty International believes that the activists have been detained arbitrarily. According to the lawyer, 10 of the activists are on hunger strike. Jihad Abdou and Jamil Abu Kbash were transferred to the Ramallah Medical Complex due to deterioration of their health as a result of the hunger strike. Their lawyer visited them on 23 July and said that Jihad Abdou is guarded by armed police who sometimes shackle him to his hospital bed despite his deteriorating health. The lawyer was prevented from seeing Jamil Abu Kbash.
The activists are currently held in a detention facility in the Ramallah Police Directorate. Amnesty International reiterates its concern that the state of emergency put in place to address the COVID-19 pandemic must not be used as a pretext to clamp down on peaceful public criticism of the government or arbitrarily restrict human rights. Any measures to prevent the spread of the COVID-19 pandemic must respect the rights to freedom of expression and peaceful assembly. Palestinians, whose rights have been routinely crushed by Israel’s occupation, shouldn’t also be facing human rights violations at the hands of their own government.
I urge you to immediately ensure that all charges against these anti-corruption activists activists are dropped and they are immediately released; ensure that no detainee is punished for their being on hunger strike; and that authorities allow public criticism of the government and not place restrictions on peaceful assembly.
