ドイツ系イラン人のナヒデ・タガビさん（66歳）は、昨年10月から不当に拘置されている。糖尿病や高血圧などの深刻な疾患を抱えており、新型コロナウイルスに感染すれば病気の重症化や死につながる危険性がある。信条に基づく発言で拘束された「良心の囚人」であり、直ちに無条件で釈放されるべきだ。
タガビさんは昨年10月16日、テヘランの自宅で拘束され、パソコン、携帯電話、写真、ドイツのパスポートなどを押収された。家族には、拘束や所在についての通知はなかった。2日後、拘束された可能性があると考えた家族らは、テヘランのエビン刑務所を訪れ、タガビさんが独房に拘置されていることを知った。
拘束から半月後、タガビさんは、家族との接触を認められ、短時間、電話で話すことができた。家族は、司法当局が承認した弁護人のみが認められ、私選弁護人は許されないと、当局から伝えられた。また、治安を理由に容疑についての情報は得られなかった。タガビさんは、表現と結社の自由に関する権利を平和的に行使しただけで拘束されている「良心の囚人」だと考えられる。
タガビさんはドイツ在住で、年に数カ月イランで過ごし、イランの家族とも会っていたが、これまで当局に拘束されることはなかった。尋問では、学生時代の活動やその後の経歴、イランを訪れる目的などを尋ねられた。
近年、イラン当局は、記者、学者、人権擁護活動家など数十人の二重国籍者を拘束してきた。国連特別報告者は、イランの人権状況について一昨年の報告書の中で、二重国籍者や外国人の不当な拘束、拘置、虐待、適切な治療機会の剥奪などが続いていることに深い懸念を示した。報告者によると、当局は、証拠もなくまたは捏造した証拠に基づいて被拘束者に有罪判決を下し、外交上の取引材料に利用しようとしている。また、被害者家族の中には、「人質に取られた」と思う家族もいるという。

Dear Mr Raisi,
I am writing to express concern at the continued arbitrary detention of Nahid Taghavi, a 66-year-old German-Iranian national, in Section 2A of Tehran’s Evin prison. Revolutionary Guards arrested her on 16 October 2020 from her home in Tehran and confiscated her laptop, mobile phone, memory sticks, money, books, photographs and German passport.
Nahid Taghavi is a habitual resident of Germany but spends several months a year visiting family in Iran and had never previously been detained. During interrogations in detention, she has been asked about her personal history, including her activism when she was a student, and the reasons she travels to Iran.
She has high blood pressure for which she needs daily medication and suffers from back problems. Evin prison authorities initially refused to accept her blood pressure medication when her family tried to deliver it. In detention, she has begun to suffer from and take medication for diabetes, a condition she had previously been able to reverse through healthy eating and exercise. She was also scheduled to have dental surgery when she was arrested for a condition which causes her pain. Despite this, the authorities have refused to transfer her to a specialist dental facility. The spread of COVID-19 in Iran’s prisons puts her at heightened risk of severe illness or death due her age and medical conditions.
I ask you to immediately and unconditionally release Nahid Taghavi as she is a prisoner of conscience detained solely in connection with her peacefully exercising her rights to freedom of expression and association. Pending her release, give her regular access to a lawyer of her choosing and family, as well as to any health care she needs, including medication and transfer to outside facilities for treatment unavailable in prison, and ensure that she is granted access to consular assistance from the German authorities.
