2月15日、チェチェン人男性イドリス・アルサミコフさん（28歳）が、でっち上げの詐欺容疑でモスクワのドモジェドヴォ空港で拘束され、チェチェンに移送された。2月17日、アルサミコフさんの弁護人は、チェチェンのシェルコフスキー地区警察で本人の所在の開示と本人との面会を求めたが拒否された。当局は、アルサミコフさんの所在を今も明らかにしていない。アルサミコフさんによると、以前も性的指向を理由に拘束され、拷問を受けたことがあった。いまも拷問や虐待を受ける可能性が高く、命を落とすおそれもある。ロシア当局はアルサミコフさんを直ちに釈放し、身の安全を保障しなければならない。
今年の2月15日、アルサミコフさんはチェチェンからモスクワへ飛行機で移動した。搭乗する前、人権活動家たちに、「昨年3月にチェチェンに戻って以来、少なくとも３回、正当な理由もなく拘束され、拷問を受けた」と話していた。アルサミコフさんは、自身の性的指向をめぐり家族からも脅しを受けていたという。モスクワの空港に到着直後、空港警察に拘束され、チェチェンの治安当局員らしき人物に引き渡された。
2月17日、弁護人が当人との面会を求めたが、建物の中に入ることも認められなかった。その日の夕刻、ソーシャルメディアに2本の動画が投稿された。動画の中で自宅にいる様子のアルサミコフさんは、「元気だよ」と言いつつ、自身を支援する人権活動家たちの行為を激しく非難し、また強要されたとみられる言葉を発していた。
このような発言をさせて撮影し公開するのは、拘束中の人物があたかもすでに釈放されているかのように見せかけるためであり、チェチェン当局の常套手段だ。2017年、ロシアの独立系新聞ノヴァヤ・ガセータはチェチェンのLGBTIの人びとが過酷な弾圧を受けている状況を報道した。当時、多数の人が性的指向のために拉致され、拷問を受け、殺害されていた。
これまでに拘束された人の中で当局が指摘するような罪を犯した人は皆無だ。LGBTIの人びとへのこのような嫌がらせや迫害は今も続いている。数多くの人権侵害が発生しているチェチェンでは、加害者は事実上罪に問われることはない。また長年にわたり、言論の自由は抑圧されてきた。チェチェン当局を批判すると、ねつ造された容疑で起訴され、投獄されるか所在がわからなくなる。政府批判への当局の不当な対応の事例のいくつかは、アムネスティをはじめとする人権団体により明らかにされてきた。
チェチェン共和国のラムザン・カディロフ首長や閣僚、首長の親族や同僚を批判したり、病院の閉鎖のようなローカルな問題に苦情を申し立てたり、チェチェン当局に悪影響を与えそうな方法で支援を求めたりすれば、カメラの前で「謝罪」をさせられることになる。

Dear Head of the Investigation Directorate,
I am writing to you to express my deep concern regarding the arbitrary arrest on fabricated charges of fraud and enforced disappearance of Idris Arsamikov.
On 15 February, Idris Arsamikov was arbitrarily arrested in Moscow Domodedovo airport and transferred to Chechnya. According to his lawyers, the arrest sheet had been signed by the head of criminal investigation at the Shelkovsky District Police Department, several hours earlier, in relation to a criminal investigation initiated in 2021 when Idris Arsamikov was living in the Netherlands, where he had a refugee status.
On 17 February, the police at Chechnya’s Shelkovsky District Police Department refused to disclose Idris Asamikov’s whereabouts to his lawyers and give them access to their client. On the same day, two videos were published on Idris Arsamakov’s page on VKontakte, allegedly showing him at his home with his mother and uncle, stating that he was fine, denouncing human rights defenders’ efforts to help him and making other statements that appear to be forcibly extracted. Since then, his account on the social media has been deleted and his whereabouts remain unknown.
According to Idris Arsamikov’s own account, shared with human rights defenders, he had been previously arbitrarily arrested, tortured and otherwise ill-treated by the Chechen police due to his perceived sexual orientation. He is at risk of further torture and other ill-treatment and there is a grave risk to his life. The manner of his apprehension, the allegations of Idris Arasmikov’s past ill-treatment by Chechen police and the well-documented campaign by the Chechen authorities’ targeting men for their perceived sexual orientation give grounds to believe that Idris Arsamikov is being persecuted for his perceived sexual orientation.
I am calling on you to take a swift action to establish Idris Arsamikov’s fate and whereabouts, and ensure his immediate release. I also ask that you ensure that he gets an immediate access to his lawyers, and that he is not tortured or otherwise ill-treated.
