ロシア占領下のクリミアの看護師で人権活動家のイリーナ・ダニロヴィッチさんの不当な収監が続いている。体調を崩しているにも関わらず治療を受けられていない。クリミアの医療制度が抱える問題を批判してきたダニロヴィッチさんは昨年4月、ロシアの治安当局に拘束され、不公正な裁判の末、昨年12月、実刑7年を宣告された。収監後、健康状態が著しく悪化した上、耳は炎症のためほとんど聞こえなくなった。必要な医療が受けられず、暴力的な扱いで体調はひどくなるばかりで、命の危険にさらされている。

Irina Danilovichダニロヴィッチさんは、人権擁護などで活動する人たちへの恣意的な起訴、強制失踪、恣意的な拘束など卑劣な扱いを厳しく非難していた。昨年4月29日、クリミアのコックテベルでロシア治安部隊に拘束され、どこかに連れ去られた。家族や弁護人がその消息を知ったのは2週間後だった。

本人の話では、拘禁中劣悪な環境の地下室に監禁され、「だれにもわからないように処刑する」と何度も脅されたという。また、「国家に反逆した」との「自白」を迫る当局員から嫌がらせや暴行を受けた。「自白」の強要が無理なことを知った当局は、ダニロヴィッチさんの私物の中に爆発物を仕掛け、爆発物所持の容疑をでっち上げた。

裁判は、昨年4月にフェオドシヤ市裁判所で始まったが、公正な裁判を受ける上で数多くの違反があった。しかし、昨年末、ロシア刑法222条1項「爆発物あるいは爆発機器の違法な購入、移転、保管、運搬」違反で、実刑7年と罰金5万ルーブル（およそ74,000円）を宣告された。今年6月の上訴審でも有罪判決は維持され、減刑はわずか1カ月だった。

今年3月、ダニロヴィッチさんは十分な治療を受けられないことに抗議してハンストに入った。ハンストで体調を崩して運ばれた病院で、検査と緊急の治療が必要だと診断されたにもかかわらず、治療を受けることなく刑務所に戻された。今も、治療が受けられない状況が続いている。

この種の人権侵害はダニロヴィッチさんだけではなかった。2014年のロシアによるクリミア半島の違法な併合と同地でのその後の人権侵害に抗議した多くの人が、嫌がらせ、脅し、でっち上げの容疑での起訴、強制失踪などを受けてきた。

国際人権監視員はクリミアに入ることができず、独立系メディアは業務停止命令を受けたり閉鎖に追い込まれたりした。クリミアでは、ツイッターやインスタグラムなどのオンラインプラットフォームを利用することもできない。

人権委員会の幹部に以下の要請を盛り込んだ英語の要請文をメールでできるだけ早くお送りください。

  • ダニロヴィッチさんの裁判を無効にして、即時無条件で釈放する。
  • 拘禁中は十分な医療を提供し、嫌がらせや暴力的な扱いをやめる。
  • 不当な拘禁に関与した人物の責任を明らかにし、適切な措置をとる。

Dear Human Rights Commissioner,

I am writing to ask you to take urgent action in support of nurse Irina Danilovich. She has been arbitrarily detained following an unfair trial in Crimea in December 2022, in retribution for her criticism of the healthcare system and for exposing corruption. She was initially sentenced to seven years in prison. The sentence was reduced by one month following an appeal in June 2023, but her wrongful conviction was upheld.

During her appeal, the court dismissed her request to postpone the hearing on account of her poor health, insisting that she was fit to attend. Irina Danilovich was made to attend the hearing online despite the difficulties in following the proceedings due to her hearing problems.

Irina Danilovich is currently held in Simferopol’s detention centre SIZO-1, where she has been suffering from severe ear pain and headaches for months. The prison authorities have denied her adequate healthcare and she has now lost most of her hearing. Irina Danilovich was taken to hospital where doctors ordered further medical examinations and treatment in March 2023, following her hunger strike protesting the denial of healthcare. However, the authorities have continued to deny her access to the healthcare she requires, which may amount to torture or other ill-treatment.

The authorities’ denial of adequate healthcare and other ill-treatment during Irina Danilovich’s incarceration has caused her condition to deteriorate and put her life at risk.

I urge you to take all steps within your authority to ensure that Irina Danilovich:

  • is released immediately and unconditionally, acquitted and cleared of any trumped-up charges;
  • pending her release, she is urgently provided with adequate healthcare and is protected from torture and other ill-treatment;
  • all those responsible for the conditions of her detention and denial of medical care are held accountable, in fair-trial proceedings.
