市民団体ラザニー・ヴォヒボラの会長、アンジェリーク・デカンペさんは環境保護活動家として、マダガスカルのトゥアマシナ地域にあるヴォヒボラ森林の保護に積極的に取り組んできた。7月5日、自宅にやってきた男3人がデカンペさんに殺害をほのめかす脅迫をした。3人が違法に樹木を伐採しているところを、デカンペさんが写真に撮っていたからだ。治安当局はデカンペさんが受けた脅しを捜査し、必要な措置を早急に取ることが求められている。
デカンペさんと夫はフランス系マダガスカル人の人権擁護活動家で、マダガスカルの観光事業にも積極的に関わってきた。パンガラネス運河の近くにホテルを運営しながら、森林保護に取り組んできた。デカンペさんは、市民団体ラザニー・ヴォヒボラ協会の会長も務め、地域の環境・持続可能開発局と共に活動してきた。約2,000 ヘクタールにわたるヴォヒボラ森林は国有地で、世界最小のカメレオンやカエルなどの希少種など多種多様で固有の動植物が生息している。
デカンペさんたちは、協会の会員とともに森林内で違法伐採や違法石炭採掘が行われていることを頻繁に当局に報告してきたが、その結果、脅迫や嫌がらせを受けることになった。また、違法行為を訴えても、被疑者たちが無罪放免になる事態が頻発している。デカンペさんらは、彼らが影響力のある人物から支援を受けているものとみている。刑事免責がまかり通ることで、デカンペさんや協会会員が身の危険にさらされることが増え、森林破壊がますます進むおそれがある。
市民団体は政府に対し、人権擁護者や内部告発者の保護に関する法律の制定とその法律の範囲と内容が人権に関するマダガスカルの国際法上の義務に沿う対応を取るよう求めた。しかし、法務省が提出した活動家の保護に関する法案は、内部告発を認めず、また女性人権活動家が圧力を受ける場合、国はジェンダーの視点から保護措置を取るという規定も入っていない。議会に提出された法案は現在審理中のため、内部告発者の保護と女性人権活動家の保護にジェンダー視点の導入という2つの課題に対応する内容に修正される可能性は残されている。

I am writing to request your urgent intervention in the case of environmental human rights defender Angélique Decampe, President of the community association Razan'ny Vohibola, and to address the ongoing threats and attacks she and her colleagues have faced in their efforts to protect the Vohibola forest in Madagascar's Toamasina region.
In June 2022, Razan'ny Vohibola – which means “the ancestors of Vohibola” in Malagasy, an association of environmental human rights defenders from surrounding villages – won a case against a poacher who was sentenced to six months in prison for his illegal actions in the forest. However, the individual has not yet been apprehended. On 5 July 2023, when Angélique was investigating the killing of a crocodile whose tail was found at a makeshift barbecue spot in the forest, she saw near the house of the poacher’s brother, a tree cut down from the forest. She promptly took a photo as proof of illegal action. After that, the poacher’s brother who had apparently cut down the tree and killed the crocodile, together with two other men, approached Angélique Decampe at her home and made death threats warning her that she will die and leave her daughter orphaned.
The lack of action from the authorities to protect the forest and those who work to defend it is perpetuating a cycle of violence and sends a message that these threats and attacks are condoned by the authorities. Previous attacks against members of Razan'ny Vohibola remain in total impunity, including the killing of Mickaël Stenor on 24 June 2022 and the arbitrary detention of two other members of the association as part of efforts to silence and intimidate them.
I urge you to ensure an independent, impartial and effective investigation into the death threats against Angélique Decampe and into the killing of Mickael Stenor and bring all those responsible to justice in fair trials. I further urge you to take all necessary steps to ensure Angélique Decampe and other Razan'ny Vohibola’s members are adequately protected, in consultation with them and accordance to their wishes, to ensure they are able to carry out their peaceful activities in defense of the Vohibola forest safely and without fear of reprisals.
