政治活動家で経済学者のグバド・イバドグルさんは2023年7月23日、政権を批判した報復として当局によるでっち上げの容疑で拘束された。イバドグルさんは、糖尿病や心臓病など深刻な健康問題を抱えている。勾留中に必要な治療を受けられていないため、体調はひどく悪化している。家族によると、専門医のもとで治療を受けなければ、病気の悪化で命を落とすおそれがあるという。
グバド・イバドグルさんは、2014年にアゼルバイジャン民主繫栄運動を創設し、今も代表として活動している。この運動体を政党として登録しようとしたが、当局に認められなかった。また、ロンドン・スクール・オブ・エコノミクス（ロンドン大学経済学部）で上級客員研究員を務め、国の財務管理とガバナンスの透明性を扱うNGO「経済研究センター」を主催していた。同センターは、2014年にアゼルバイジャン当局の命令で閉鎖され、資産は凍結された。市民社会に対する制限の一環だった。
イバドグルさんは2017年に亡命したが、家族に会うために2023年に帰国した。2023年7月、妻とともに車で若い活動家たちがいるところへ移動中に覆面パトカーに停止を命じられた。車から引きずり出され、バクーの内務省事務所に連行された。その後で釈放された妻の頬には殴打の跡があり、イバドグルさんは虐待を訴えたが無視されただけだった。当局は、トルコ当局がテロリストに指定したギュレン師の支持者に対する捜査の一環として、2人を逮捕したと主張した。その後、経済研究センターの事務所と2人の自宅も警察の捜索を受け、イバドグルさんの兄も一時的に拘束された。イバドグルさんは捜索と逮捕は不当だとして訴訟を起こしたが、8月2日、バクーの裁判所はイバドグルさんの申立てを却下した。
イバドグルさんは逮捕以来8カ月以上も勾留され続けているが、勾留期間は2024年5月20日まで延長された。家族によると、イバドグルさんは、心臓病、糖尿病、腎臓疾患、激しい背中の痛みなどの疾患を抱えている。しかし、必要な治療や検査が行われず、脳卒中で命を落とすおそれがある。
イバドグルさんに対する迫害は、アゼルバイジャンの人権活動家、政権批判者や独立系メディアに対する広範な弾圧の一環だ。アゼルバイジャンでは、政府を批判したために、弾圧、でっち上げの罪での訴追、不公正な裁判、長期の刑などを受けることはよくある。アムネスティは、同国では国際的イベントの開催時、批判的世論が封じ込められることを指摘してきた。今年11月にバクーで国連気候変動会議（COP29）が開催予定であるが、すでに同様の対応が見られている。

I am writing to demand the immediate and unconditional release of Gubad Ibadoghlu, a prominent academic and political activist. He is being targeted for his anti- corruption work and criticism of the Azerbaijani authorities, and was detained on 23 July 2023 on fabricated charges. He remains in Kurdakhani detention centre, where his health is deteriorating due to poor conditions and lack of adequate healthcare.
According to his family, he has not been provided with adequate medicine and treatment for his diabetes and heart conditions. They fear that his health may reach a critical point soon, putting his life in danger. The International Committee of the Red Cross have not been granted access to Gubad Ibadoghlu raising further concerns that the state of his health and his conditions are very poor and being concealed by the government.
In February, Gubad Ibadoghlu was able to communicate through his lawyer from prison:
“My window-less cell is damp, bad smelling and humid, infested with different kinds of insects. I remain unable to access fresh food and clean water. My miserable living conditions and my tormented environment contributed to my declining health. I am suffering from high levels of sugar in blood and aortic aneurysm (extension in the aortic vein in my heart). I am forced to switch to insulin injections with a very high dose, 22 units, in a day. My pulse is usually higher than 110 per minute. I have soaring pain in my lower back …”
Gubad Ibadoghlu has not committed any crime and the charges against him are trumped up. The conditions of his detention and the denial of adequate health care may amount to cruel, inhuman or degrading treatment.
I urge you to take steps that will ensure Gubad Ibadoghlu’s immediate and unconditional release. I also urge you to ensure that he is provided immediately with the health care he requires and is protected from torture and other ill-treatment. I also urge you to end the misuse of the criminal justice system in Azerbaijan to target government criticism and dissent.
